BAKU, Azerbaijan, September 16. A summit of member states of the Shanghai Cooperation Organization (SCO) kicked off today in Samarkand.

Ladies and Gentlemen Heads of State and Government,

Ladies and gentlemen,

I would like to thank the President of Uzbekistan, Shavkat Miromonovich Mirziyoyev, for inviting me to the Shanghai Cooperation Organization Summit.

A few months ago I had a very successful state visit to Uzbekistan and now I am happy to be here in brotherly Uzbekistan, the ancient and beautiful city of Samarkand.

Under the leadership of my brother Shavkat Mirziyoyev, Uzbekistan has experienced rapid development and successful reforms in recent years.

I would like to inform my colleagues about Azerbaijan’s transit, transport and logistics capabilities.

Azerbaijan has made significant contributions to the launch of regional connectivity projects such as the East-West and North-South transport corridors.

Currently, Baku international trade seaport has a capacity of handling 15 million tons of cargo per year, which can be increased up to 25 million tons.

In the first 7 months of 2022, transit through Azerbaijan increased by almost 50%.

Azerbaijan has the largest civilian cargo fleet in the Caspian Sea with 52 ships. Baku Shipyard can produce all types of ships.

Over the past 20 years, 19,000 km of highways and 1,400 km of railways have been built or extensively repaired in Azerbaijan. Today, Azerbaijan is building thousands of kilometers of highways and hundreds of kilometers of railways in the territories liberated after winning the Second Karabakh War in 2020.

Azerbaijan has one of the largest civilian air cargo fleets in our region with 18 aircraft.

By the end of 2024, the number of international airports in Azerbaijan will increase from 7 to 9 today.

The resolution of the Karabakh conflict at the end of 2020 has created new opportunities for the development of transport connectivity projects in our region. Once the Zangazur Corridor is opened, it will further increase the transport capacities of countries in the region and benefit all countries along the route.

Azerbaijan presented five basic principles for the peace agreement to Armenia on the basis of mutual recognition of each other’s sovereignty and territorial integrity. Now we need no artificial preconditions and delays to start work on the draft peace treaty.

But unfortunately, on September 13 this year, Armenia carried out a large-scale military provocation on the border with Azerbaijan. The Azerbaijani armed forces resolutely repelled the Armenian provocation. This provocation is a huge blow to the normalization process between the two countries. All the responsibility lies with the military-political leaders of Armenia.

Dear colleagues,

The ineffectiveness of some leading international organizations is worrying. In this regard, I would like to mention the four United Nations Security Council resolutions adopted in 1993, demanding the withdrawal of the Armenian armed forces from the territories occupied by Azerbaijan. While some Security Council resolutions are implemented within days, in our case they went unimplemented for 27 years. Azerbaijan resolved the Karabakh conflict by military-political means and itself imposed the implementation of the aforementioned Security Council resolutions.

Since 2019, Azerbaijan has chaired the Non-Aligned Movement, the second largest international institution after the UN, which unites 120 countries. Our presidency has been unanimously extended for one year until 2023 and it is a sign of respect, trust and confidence in our country. Azerbaijan will continue to build its activities on the basis of international law, justice and global security.
